After a ten-year absence, Penn returns to his home turf of Hell's Kitchen, N.Y.C., and joins forces with Oldman and his brother Harris, who are the leaders of a powerful gang. Strong characterizations in unfocused script that does not justify film's overlength. Some stylish bits, but should have been a much better film. Score by Ennio Morricone.
